The DFSA and HKMA are set to co-host the second Climate Finance Conference in Dubai, focusing on sustainable finance through innovation and cross-border collaboration.





DFSA and HKMA Unite for Climate Finance

The Dubai Financial Services Authority (DFSA) and the Hong Kong Monetary Authority (HKMA) have announced their collaboration to co-host the second Climate Finance Conference. Scheduled for November 26, 2025, the event will take place in Dubai, United Arab Emirates, according to the Hong Kong Monetary Authority.

Focus on Green Finance and Sustainability

This year’s conference, themed “Transforming Tomorrow: Harnessing Green Finance for Sustainability,” underscores the commitment of Dubai and Hong Kong—two leading financial hubs—to innovate and collaborate across borders. The initiative aligns with the Dubai Economic Agenda D33, aiming to advance sustainable finance on a global scale.

Keynote Speakers and Discussions

Mark Steward, Chief Executive of the DFSA, emphasized the importance of the partnership with HKMA in shaping a resilient and future-oriented financial landscape. Eddie Yue, Chief Executive of the HKMA, highlighted the conference as a step forward in strengthening the Asia-Middle East Corridor to support sustainable development through capital and knowledge flows.

The conference will feature a fireside chat between Steward and Darryl Chan, Deputy Chief Executive of the HKMA, focusing on technological innovation, policy frameworks, and cross-sector collaboration in climate finance. Panel discussions will explore topics such as greening the Asia-Middle East Corridor and the role of tokenization in the global transition to net zero.

Strategic Partnerships and Global Impact

Strategic partners for the event include the Dubai International Financial Centre (DIFC) Authority and Nasdaq Dubai. The DIFC Authority is known for embedding sustainable practices within its core operations, while Nasdaq Dubai is a global hub for green Sukuk and sustainable Islamic finance.

The conference aims to serve as a platform for policymakers, industry leaders, and global investors to discuss the convergence of regulatory foresight, fintech advancement, and sustainable finance, ultimately fostering more inclusive and agile financial ecosystems.

About the Organizers

The DFSA regulates financial services in the DIFC, overseeing asset managers, banks, and fintech firms, among others. It also supervises exchanges like Nasdaq Dubai. Meanwhile, the HKMA functions as Hong Kong’s central banking institution, maintaining currency stability and promoting financial system integrity.
